30 agosto, 2022La entrega de 10 proyectos de infraestructura 4G (Cuarta Generación) de concesiones viales y la adjudicación de seis de las Concesiones del Bicentenario o 5G, es el balance de gestión que deja el actual Gobierno en materia de obras públicas.
Manuel Felipe Gutiérrez, presidente de la Agencia Nacional de Infraestructura (ANI), indicó que con el programa 4G se han construido cerca de 457 kilómetros (km) de vía entre segundas calzadas, dobles calzadas y terceros carriles, se han rehabilitado y mejorado 1.772 km, también se han construido 10 túneles y 401 puentes. Proyectó que después del 7 de agosto se habrá entregado cerca de 300 km adicionales, con los que se completarían 750 km de segundas calzadas, dobles calzadas y terceros carriles.
Los 10 proyectos de 4G dados al servicio son: Girardot-Honda-Puerto Salgar; Puerta De Hierro-Palmar de Varela y Carreto-Cruz Del Viso; Pacífico 2; Cartagena-Barranquilla y Circunvalar de la Prosperidad; Vías del Nus; Transversal del Sisga; Autopista al Mar 1; Neiva-Espinal-Girardot; Conexión Norte y Chirajara-Fundadores.
Según Juan Camilo Pardo, analista de investigaciones de Corficolombiana, las concesiones viales 4G comprenden la inversión en infraestructura más ambiciosa que ha tenido el país en toda su historia. Indicó que sus 29 proyectos operan bajo un esquema de Asociaciones Público Privadas (APP), y el paquete de obras suman una longitud de 5 mil km y registra una inversión total de $47,2 billones.
Sobre los 10 proyectos entregados, el avance de las obras reporta una ejecución de $32,8 billones y el progreso promedio es de 68%. Para el cierre de 2022, proyecta una ejecución en Capex de $5,8 billones y la culminación de siete proyectos adicionales. Esto dejaría un balance de avance de obras de 76% y una ejecución en Capex de $35,9 billones y 17 proyectos en fase de operación y mantenimiento, agregó Pardo.
Los proyectos 5G se dividen en dos olas, la primera contempla 14 proyectos, de los cuales siete son carreteros, cuatro aeroportuarios, dos de navegabilidad y uno férreo, con inversiones de $21 billones y se estima generarán 600.000 empleos. A la fecha hay seis adjudicados: Nueva Malla Vial del Valle del Cauca: Accesos Cali-Palmira; ALO Sur; Accesos Norte; Ruta Caribe 2; Troncal del Magdalena 1 (Puerto Salgar-Barrancabermeja) y Troncal del Magdalena 2 (corredor Sabana de Torres-Curumaní).
Proyectos de infraestructura multimodal con aval
El MinHacienda avaló las condiciones financieras de nueve proyectos de infraestructura multimodal 5G, los cuales demandarán una inversión de $24,4 billones. Se trata de seis corredores viales: Malla Vial Valle; ALO Sur y Accesos Norte Bogotá; Troncales del Magdalena 1 y 2 y Buenaventura-Loboguerrero-Buga; dos proyectos fluviales: navegabilidad del Río Magdalena y restauración de ecosistemas del Canal del Dique; y el aeropuerto de San Andrés, obras que generarán cerca de 500.000 empleos entre directos e indirectos.
